It would not seem sensible to change to 3 up, 3 down and so promote and relegate 6 of the 8 teams in Divisions 2 and 3. You already have a situation where 50% of teams in those divisions change divisions each year. That's a far higher proportion than in any other league that I'm aware of. The only comparable one I can think of is the Scottish Championship and League 1 where 2 of the 10 teams are directly promoted or relegated and 4 others are involved in play-offs but still the most that can end up changing division is 4 teams (40%).

why don't the GAA bring in a rule , that all Counties have to announce their team or at least their 26 man panel at least 48 hours before each game. The senior football championship this year is done like it was done in 2017. Of difference is less qualifier games this year due to Div 3,4 teams joining the B All Ireland instead once knocked out of their province championship. U17 and U20 stay for now. U19 didn't get voted in but will be revisited at the next congress. Should be a return to the U18 and U21 grade IMO but that's unlikely to happen as GAA HQ would have to admit they were wrong to scrap them and they never say they are wrong about anything. I am wondering as the Division 3 final winners are not guaranteed (from next year) to be in the Sam Maguire. They could be displaced by a Division 3 or 4 team that reaches a provincial final. In fact, in the unlikely event of all provincial finalists and the previous year's Tailteann Cup winner being in Divisions 3 and 4, the only teams from the first two league divisions that would gain a Sam Maguire place would be the first six in Division 1 and the Division 2 winner. Also, there does not seem to be a provision for the All Ireland champions to be automatically in the following year's Sam Maguire competition. So, a champion that doesn't get to a provincial final and finishes up low enough in the league could end up in the Tailteann Cup the following year. Would agree with that. Truncated season makes no sense. Already people are speculating that Division I hurling teams might basically tog out second teams for the last series of games and even the final as they run too close into the Championship. As you say, no one plays serious club for at least 6 weeks in Summer and early Autumn anyway. One of the stupider decisions ever passed, it has to be said. In hurling I think they should just have a 12 team round robin for championship where the round robin games double up for provincial games. Top 6 to All Ireland playoffs. 12th place down, 11th place plays off against second tier runner up for last promotion spot. This development league farce is a bit silly.
