Replying To omahant:  "Given the unbalanced nature of the current inter-county All-Ireland SFC, I propose a two-tier combined League-Championship structure below that would provide all counties with a reasonable opportunity to succeed.

Tier 1 (Top 16 teams) is drawn into 3 groups of 6, 5 and 5 teams. With the 6-team group playing the other 10 teams, and the 5-team groups playing separate round robins, each team plays a 10-match schedule, 5 at home and 5 away.

Top 8 in a combined 16-team, 10-match table, advance to Aussie AFL-style playoffs (also known as the 2017 C Ring Cup SHC format, excluding round 1).

Tier 2 (Lower 16 teams) has a similar structure.
4 up (Tier 2, SF 4) / 4 down (Tier 1, 13th-16th).

After the All-Ireland Championship is completed, the 2 highest-ranked teams from each Province contest respective stand-alone Provincial Finals."
The championship has been somewhat unbalanced for many decades now and there seems little interest in improving the competition for the counties that are struggling from the heads in the GAA and the power hungry county board gombeens in these same counties.

Provincials won't be removed from All-Ireland. Ulster will never vote for it. And if Dublin fall back and we get a somewhat competitive Leinster, it will never happen. The best solution I've seen is by McGuinness. 4 Provincial champions + top 11 in League and Tier 2 champions compete for Sam Maguire. Rest go into Tier 2.

You'll never have anything close to a balanced championship. I can't think of any multi team /person tournament on earth where every participant can realistically hope to win it, or even close to each participant.
I'm happy to see a 2nd tier, or listen to alternatives but by trying to accommodate some form of inter County transfer system at least that way every footballer and hurler in Ireland can hope to win an all Ireland.
I think it would do well from a games development viewpoint too, and could lead to a growth in participation among kids in the given codes weaker counties. If you're a brilliant hurler born in the wrong County your talent is just wasted.

I think the mechanism was already there for this. Promote the railway cup properly and start it again. Make it prestigious. Maybe have teams made up from all the players of teams that did not make their provincial finals. Then, the winning team can play the winning all ireland county in a one off show piece instead of the terrible all star game. If it was promoted and made prestigious, it would give an opportunity for top players in smaller counties to compete at a higher level with a chance to win something.

Could be worth a shot, but even though provinces historically are a presence in our mindset, I'm not sure if there's any enthusiasm for them in the GAA anymore,, bizarrely enough I think players might buy into the idea of divisional County teams more, like we see in the kerry club championship.
For example if all leinster teams in the bottom two league divisions combined for the all Ireland championship, I'd like to see how that would go.

You could imagine any of the Munster SHC participants winning the title.

Take it further - from the bottom 20, create 4 divisional teams,- and they join the top 12 in a 16-team League Championship.
Divide the 16 into 3 ranked seeding pots of 4, 6 & 6 teams.
Draw 2 teams from pots 2 & 3, and at least 1 from pot 1, to each of 3 groups, of 5, 5 & 6 teams.
The 5s play round robins and the 6 play the other 10 - so each team plays a 10-match schedule.
Top 8 of 16 to Aussie AFL-style playoffs.

Provincial finals weekend.
Connacht SF
Galway v Mayo. I have an idea Galway can take this, maybe just like their football style, but Mayo are a good side who are familiar with HQ. I will stay with Galway for this one.

Munster SF.
Kerry v Cork. Kerry on a mission to put last year's loss behind them, and I predict Kerry to win a close game.

Wow Galway had the game in the palm of their hands....

Make no mistake this result is because Galway stopped playing in the second half not due to the talent of Mayo.

Galway seemed to fade badly after 50 minutes. Conditioning in that weather is very important and Mayo looked to be a good bit fitter.
Galway still with a lot of work to do to be in with any chance of a provincial let alone an AI.
