Yes correct but Tipp's and particularly Leitrim chances are very slim. Carlow and Wicklow are the only 2 that have their own destiny in their hands with a win. If Longford win they need either Carlow or London not to win. If London win they need Wicklow or Carlow to fail. Antrim need a good win and Carlow to lose, a Wicklow win would massively help Antrim in that situation too. Tipp and Leitrim would both need massive wins and a lot of prayers. A Carlow and Wicklow loss and Antrim win would most likely see a 5 way tie for second place to Longford with Wicklow favs on score difference for the second spot. I will certainly have tobagreecwuthnyou on the consistency issue. The only consistent thing about our side is their inconsistency. Unfortunately, this has been our curse for several years now.

Honestly, Leitrim don't have much hope of promotion and promotion wouldn't be the best thing for Leitrim right. The squad is very young. There are some talented young footballers coming through, but they need another year to develop S&C. In truth, whoever goes up this season is likely to come straight back down next year. There isn't a standout team in Division 4 at the moment, which makes the league competitive and enjoyable, but it also raises the question of whether any team is currently strong enough to survive a season in Division 3. I think you are probably correct about our promotion hopefuls from Div 4. Taking probably Limerick and Fermanagh out ( I realise there is still one round left, but) and putting Offaly and possibly Kildare in, that is going to be one tough Div to stay up in, particularly given the afore mentioned inconsistencies prevailing currently in the basement.
