I dont think that there is a nationsl rule on that. I think its dealt with at local county board level. You are supposed to play the other sport with the nearest provider of that sport( in most cases nearest provider of hurling) but some counties dont have a parish rule for example. I believe that in Westmeath and Roscommon you can hurl for whoever you want in the county unless there is a pre existing link between the football and hurling club( both in same parish and opposite sides of the same coin type scenario). Ive never heard of a limit on the amount of players though. Thats either a club rule( to protect their own) or a county board bye law to spread the talent.

It's a complicated area, where county by-laws can apply as well as general Rule. For instance, here in Wexford, there's a by-law that states a club can only have a maximum of two isolated players in any given year in any age grade or code.
