The winners of the first round ties go into a winner's group and then the four winners reach a quarter final. The four winners of the losers group face the four losers of the winner's group to make up the other four quarter finalists and the rest go into a Senior B competition so it's not the worst set up.

It's an awful set up. It's convoluted and they threw in the b championship element last year and it has absolutely no meaning to teams after they get knocked out of senior championship proper. 16 is way too many teams, especially when the intermediate and junior championships aren't that heavily stacked.
