Just looking at the article on player grading and it seems a bit contradictory.
"The main changes concern players who come on as subs in championship matches. Those players can revert to a lower grade if they make just one appearance in a higher grade. If they make more than one appearance as a sub they are then not eligible to play below that grade.."
Junior clubs "Any player from a junior club, that starts the first championship game for any team, shall not be eligible to play in a grade below that championship or premier grade, in the current year."
So is the rule that for a junior club only players who start the first round are not eligible for the lower grade or does the 2 appearance rule apply,?

Yeah, not familiar with those rules, as player grading tends to be governed by county bye-laws and therefore differs from one county to the next.
It does strike me though that the first of the rules you quote refers to players who come on as a sub in a higher grade. The second rule refers to players from Junior clubs who start matches in that grade. What you call "the two appearance" rule wouldn't seem to apply since they wouldn't have been coming on as subs in a higher grade.
