2023 National Hurling League - Same Groups??

Is there any logic behind having the exact same groups in Division 1 of the hurling league again next year? the only change is Westmeath for Offaly - why is this?

they keep them for 2 years I think, they reshuffled them after the 2021 league for the league's of 2022&23.

Yeah, they keep them for two years. The logic is to allow a home & away arrangement between the counties.
