Can Gavin White Or Similar Be Legally Stopped In Full Flight?

Can the likes of Gavin White or Jack McCaffrey or Eoin Murchan be legally tackled or stopped when careering upfield in full flight?
I don't think so - at least not in accordance with the rules.
Any ideas as how it might be done legally?
And, if it can't be done legally why do referees tolerate it being done illegally?

Firstly only allow them to take 4 steps with ball in hand!

Steps is the issue here. If a lad takes his 4 steps and then takes a play there'll be a lot more soloing of the ball and allowing people to get a hand in. Players now can take 8 or 9 steps then a play of the ball, the ground they cover in those 8 or 9 steps is enormous.
