With Kilkenny being the only county that doesn't field a football team could start by letting the lads that want to play a bit of football declare for a neighboring county, to get things going, hurlers welcome too.

I'm all for intercounty transfers if there is some allegiance to the county a player transfers to. At the moment players can transfer under the parent rule and if they live in a particular county. I think its OK to use the grandparent rule or maybe even the county of your wife. It would give weaker counties in particular a higher playing field and also give some players that won't make their own county teams a chance to play intercounty football. but on the other hand a player from a weaker county could opt to transfer to a stronger county, in the hope of success, instead of trying to balance up it could actually make weaker teams weaker. A good idea if maybe it was capped at 3 or 4 outside players per county allowed on the panel and using parentage rule as well. It would give lads a chance to play county football without the home grown lads on the panel being shown the door. True,, it would have to be regulated some way,,, But I firmly believe that every child who plays gaelic games should have the opportunity to play on the biggest stage,, regardless of what county they're from. If this idea has any merit it could only be if a player was allowed transfer to a division lower than their own native county participates in I.e a player from a division 1 team could transfer to a division 2, 3, or 4 team. But a transfer the other way ---- say from a division 4 team to a division 1 team -- would need to be ruled out.

Well if a county want a player badly enough and the players wants to go they can get him a job in the county and if he moves there he is entitled to play. Probably the greatest success was Shay Fahy and Larry Tompkins. Fahy was working in Cork but Niall Cahalane who met Larry in NY encouraged him to come to Cork and what a move it was. Joe McDonagh Christy Ring Lory Maher cups etc. Kilkenny are not playing football at the moment at adult level. A couple of years ago they were playing div 4 league but withdrew. Sometimes their minor footballers enter Leinster but at present Kilkenny do Not play football at adult level.

Your Joking the parent rule is in place for a longtime and if you live in a county you can play for them also. Not sure is Nathan Mullins Mom from Donegal but he did grow up there as Brian (his Dad) was teaching up in Donegal or Derry for years.
