Would presume it's a cost issue. Good quality stream of a game is expensive but would agree that it could be a potential revenue stream for the county board. Armagh would be a bigger county too population wise so probably more subscriptions being paid than the likes of Monaghan would get. It can only be a good thing if Scotstown are beaten and perhaps not make the final. They have been every one since 2013.
