In my opinion, the only way a county will improve is if the grassroots improve. More juveniles playing, more clubs fielding and more/better teams in the local SHC. Take my county, Wicklow, we will always be top of 2B or bottom of 2A unless big changes are made. Meath look like they may make a breakthrough from what I hear on the ground. You're correct. They have improved a lot due to the efforts put in by a small dedicated bunch of people. But it doesn't negate my point. They have reached a ceiling and won't improve any more because the county board don't want them to improve any more.

Hurling is reliant on "small dedicated bunches of people" in an awful lot of counties and support (provided it doesn't interfere with football) from CB's can be token at best.
