Simple Rule Changes

As there is near Civil War between those in favour, and those against, the 5 football rule changes - why not make things simple - and hopefully effective -

Implement '3 easy-to-implement' rule changes -
1) Sin-Bin - implement as proposed; and 2 other changes that ONLY apply within the defensive 45 -
2) Handpasses are only allowed lateral or backward - forward movement within Own 45 is via a kick only; and
3) Progress 'Out of Own 45' is only via a kick to 'Within the Attacking 45' (any progress to 'Between the 45s' via a kick, handpass or solo is illegal and results in a '45'to the opposing team).

Essentially, play between the 45s results from possible kick outs or the attacking team retreating.

That's it - no restrictions on sequential handpasses, nor kick outs, nor sideline plays; and no need for an attacking mark.

Good or Bad ?
And how would you have more play between the 45s ?
Maybe plays to that zone is any kick from behind Own 20 - from short kicks outs as well as the initial kick from the 20 (could have latter from hand too, AFL style, to speed things up ?

I think best and simplest thing would be to have to have say 3 players from each side inside each 45 yard line. It would solve all the problems and wouldnt be too hard to implement.

Nowhere nearly as complicated or confusing but the only changes I'd make, if they are insisting on change would be;
Sin Bin- Happy enough with this, although perhaps 10 minutes of playing time as opposed to time elapsed.

Hand Pass- I'd only place a restriction on hand passes between the two 45's, as this is where a lot of the lateral, possession play that upsets the purists so much takes place. I wouldn't restrict hand passes apart from that, especially in the attack as a string of quick hand passes coupled with good movement is still the best and sometimes only option against packed (blanket) defences.

Finally as many have said already, the best and simplest way to open up the game would be introduce a rule that a minimum of 3/4 players must remain inside the 45 at all times.

My changes would be;
sin bin
Stop clock count down like in ladies football
no back passing inside ones own half of pitch (either by foot or hand)-like in 7-a side rule
penalise the pull/drag/slow down of player going past with or without ball

Keep changes simple so that the Ref has a good chance of being able to apply accurately and penalise management or anyone in dugout who shouts at Refs- as this is a problem which has crept into club football.
