Why are the qualifier games not on TV?

Gaa get 31 live games a year on RTE, soccer gets the odd qualifying math for ireland and 10 or so airtricity league matches a year unless the wc, euros or confederations cup comes around and rugby gets just the 6 nations. Have a stand alone highlights programme for both there rugby and soccer programmes unlike the gaa.
