I don't think theose teams are even anywhere close to London in standard.

There's only one way to find out. Lancashire and Warwickshire compete in the lower tiers of hurling.

I'd say if they wanted to be a part of the All Ireland or National League they'd be accommodated.

Kilkenny win those British championships regularly, they withdrew from being a part of the League and Championship.

Offer 1/2 Round 4 qualifier places to the winners (or winners and runners up) of Tier 2. That way interest would be maintained. And it would be a possible back door into the Super 8s.

It's a good idea but how does it actually get implemented. Do the 4 Provincial finalists also still get to the last 12 stage. Does that leave 3 spots for the other tier 1 teams. That'll mean some tier 1 teams will have 3 rounds to make the super 8s. Is there an advantage to being in tier 1 in that case.

I think it'd be cleaner to remove the Super 8s and come up with a clean competition without the provincials or a silly knockout qualifying system.
